  Commander Robert S. Holbrook was born and raised in Seattle, Washington. He was commissioned following graduation from the United States Naval Academy in June 1966, completed Naval Nuclear Propulsion Training in California and Idaho, and Submarine School in New London, Connecticut.

Commander Holbrook's first shipboard assignment was to USS CHOPPER (SS 342) where he qualified in submarines in 1969. He served in various Engineering divisions on USS NATHANAEL GREEN (SSBN 636) (BLUE) and on USS JAMES MADISON (SSBN 627) (BLUE), which included the first SSBN Shipsystems Maintenance, Monitoring and Support (SMMS) Team in Holy Loch, Scotland. This team validated the extension of time between submarine overhauls.

In April 1974, Commander Holbrook was assigned as Engineer Officer of USS GEORGE WASHINGTON (SSBN 598) (BLUE), completing three Strategic Deterrent Patrols out of Guam. In September 1975 he reported as Operations Officer and Navigator on USS HADDOCK (SSN 621). He was subsequently assigned as Executive Officer on USS SEAWOLF (SSN 575). This four year tour included submarine special operations and a refueling overhaul at Mare Island, California.

Commander Holbrook was assigned to Chief of Naval Operations (OP-132D) in Washington, D.C., as Nuclear Officer Program Manager in January 1981. In January 1983, he commenced Prospective Commanding Officer Training at Naval Reactors in Washington, D.C., followed by the Submarine Force Pacific Fleet PCO course in San Diego, California and Pearl Harbor, Hawaii, completing in June 1983.

Commander Holbrook has been awarded the Legion of Merit, Meritorious Service Medal, Navy Commendation Medal with Gold Star, Navy Achievement Medal with Gold Star, Navy Unit Commendation, Meritorious Unit Citation Star, Navy "E" Ribbon, Navy Expeditionary Medal, National Defense Medal and Sea Service Deployment Award.
